arter, Calpurnia (Cal) Stallings Seibel, 103, passed away quietly from natural causes on September 7, 2012, at her home in West River. Cal was born on June 12, 1909, in Jewell, Maryland to Elisabeth (Wayson) and John Henry Seibel. A 1926 graduate of the old Southern High School at Tracy’s Landing she continued her education at Strayer Business College in Washington. Her husband of almost 41 years, Frank R. Carter also of West River, passed away in Febrary 1974, her father in 1913, and mother in 1957. Her two brothers, Alonzo W. Seibel and John E. Seibel, also predeceased her. Surviving is a son, F. Rawson Carter also of West River, and two extremely close friends she considered her adopted sons, L. Dan Brown and Richard F. Moreland. Cal is also survived by many great, great-great, and great-great-great nieces and nephews throughout the nation. Cal began her career with Fox Film Corporation in Washington, eventually accepting a position with Federal Services Finance Corporation, a private military Officers loan company, rising to Assistant to the President. Resigning in 1937 to start a family she did not go back to work until 1953 at the Office of the Quartermaster General. In 1955, the National War College at Fort Lesley J. McNair hired her to be in charge or arranging, coordinating and maintaining the Speakers Bureau. Her husband’s employment took them to various locations in Virginia, the Quad Cities in Illinois, Philadelphia, and Washington. Having a lovely soprano voice, she sang in church choirs wherever they lived. Playing the piano and organ plus being an avid gardener gave her comfort and fulfillment. Burial will be private. A Memorial Celebration of her life will be held at a later date.
