ean Amasa Titcomb, 80, passed away suddenly, but peacefully, January 6, 2025, at his home in Riva, where he resided for 38 years. He had suffered from Bulbar Onset ALS for several months. Born on September 23, 1944, in Bangor, Maine, to the late Carl Alden and Dorothea Barbour Titcomb, Dean grew up in Newport, Maine, and graduated from Newport High School in 1962. He graduated from the University of Maine, Class of 1966, with a Bachelor of Science degree in Agricultural Business and Economics. While in college, he was in the Sigma Phi Epsilon fraternity and the Army ROTC. A mile from their home is the Barbour cottage, on Lake Sebasticook, built in 1906, by Dean’s grandparents as their summer home. There Dean spent his childhood summers, with his two siblings and numerous cousins, enjoying water sports and family gatherings. Still owned by descendants of the Barbour’s, the cottage was Dean’s “Happy Place,” and he and his family vacationed there every summer, including this past August. In 1967, Dean was commissioned as 2nd Lieutenant in the U.S. Army Medical Service Corps, assigned to Ft. Sam Houston, Texas, and was sent to Phu Bai, Vietnam, in 1968, during the TET Offensive. He served as Medical Supply Officer in the 22nd Mobile Army Surgical Hospital. He received numerous commendations and left the Army with the rank of Captain. Dean worked for the Federal Government for 38 years as a career employer and as a support contractor. Widely respected in his field, he was a Supervisory Procurement Analyst and Contracting Specialist for the Veterans Administration for 15 years, and Chief of Acquisition and later Grants Management for the Department of Interior. Following his retirement from Interior, Dean worked as a commercial contracting consultant for four agencies. For several years, Dean served as a mentor in SCORE, a volunteer organization that helps thousands of small business owners set up and maintain their businesses. He was an active member of The South Anne Arundel County Rotary Club. In 2016, he was awarded Rotarian of the Year for outstanding dedication and service to the club. Dean attended St. Martin’s Evangelical Lutheran Church in Annapolis, and he supported his wife, Reverend Andrea Titcomb, in the churches where she served. “Grampy” Dean loved spending time with his family which includes three precious grandchildren. He and Andrea made frequent trips to to Tennessee and Florida to visit them. He also enjoyed fishing, reading, tending his yard, and traveling. In addition to his parents, he was preceded in death by a son, Daniel Tidcomb, in 2023. Dean is survived by his wife of 54 years, Andrea Titcomb; his son Brady Michael Titcomb and daughter-in-law, Joanne, of Ft. Lauderdale, FL; daughter-in-law, Gina Mendoza of Gallatin, TN; two siblings, Alan Titcomb (Dorothea) of Lynchburg, VA and Donna Laliberte of Winslow, ME; three grandchildren, Quinn Eden Titcomb and Dashiel Dean and Anika Sky Tidcomb, a niece, two nephews, and numerous cousins. Friends are invited to celebrate Dean’s life on Sunday, February 23, at 12:30 pm at St. Martin’s Evangelical Lutheran Church, 1120 Spa Rd., Annapolis, MD 21401, preceded by a visitation at 11:30. Following the service, a luncheon will be served in the church’s Fellowship Hall. A private inurnment will be held at a later date at the Maryland Veterans Cemetery, Crownsville, MD. In lieu of flowers, memorial contributions, in memory of Dean A. Titcomb, may be made to the Paralyzed Veterans of America; ALS Association and to The South Anne Arundel Rotary Club Foundation, c/o John May, Treasurer, PO Box 131, Edgewater, MD 21037.
