E

dward was born in Chillicothe, MO and raised in Webb City MO. He graduated from UCLA and earned a Master’s degree in meteorology from the Naval Postgraduate School. In 1946 he was commissioned an Ensign in the US Navy. He served in the Navy as a line officer and meteorological specialist until he retired from active duty in 1965 with the rank of Commander. His Navy career included duty in the Pacific Weather Centrals, duty aboard ships including an icebreaker, escort carrier, seaplane tender and a destroyer. He participated in nuclear testing at Bikini and Eniwetok (1954). From 1956 – 59 he was assigned to the Joint Numerical Weather Prediction Unit where he was one of the pioneers in the design of weather/oceanographic programs for the newly developed large scale electronic digital computer. In 1965 he joined the US Weather Bureau in Honolulu, Hawaii as the Chief of Scientific Services. Later he became the Meteorologist in Charge of the Pacific Forecast Office in Honolulu. In 1978 he transferred to the Washington area and became the Chief of the Forecast Division of the National Meteorological Center in Temple Hills MD. He was a charter member of the Federal Senior Executive Service. He retired in 1984 after 41 years federal service. He lived in Tantallon on the Potomac for 35 years. He enjoyed providing weather information to the community association newsletter. Edward was married to Pauline Levicki for 59 years until her death in September 2009. He is survived by a son, Edward P. Carlstead and wife Gail of Denver CO; two daughters, Kathy Carlstead of Kailua HI and Diane and husband Evan Noveroske of Los Alamos NM; a grandson, Eric Noveroske of Leadville CO and a brother Robert H. Carlstead and wife Mary of Palo Alto CA.
