dward C. (Ted) Shepherd IV (90), of Annapolis, Maryland, passed away peacefully on Thursday, February 19, 2026, at Hospice of the Chesapeake after a long illness.
Ted was born on May 5, 1935, in Richmond, Virginia, to Jean Morton Shepherd and Edward C. Shepherd III. A lifelong lover of language and books, he was a proud graduate of Hampden–Sydney College and went on to earn a Master of Arts in English from the University of Alabama.
Ted enjoyed a career as a writer and editor, contributing his voice to some of the nation’s most respected publications, including The Richmond News Leader, United Press International, National Geographic Society, The Washington Post, and The Washington Star. His career culminated as a GAO writer-editor and evaluator.
Throughout his life, Ted brought laughter, joy, and warmth to all who knew him. He was the most loyal of friends, possessing a unique gift for turning a phrase. He approached the written word with wit and a perspective all his own.
A gentle and beloved husband, Ted is survived by his wife, Eileen, with whom he shared 41 years of marriage. Also dear to him were his sister, Landis (Herb) of Richmond, Virginia, and his brother, Keith (Joan) of Chappaqua, New York.
He is also survived by his stepsons, Mark and Jeff Budzinski (Janette); his grandchildren, Andrew and Larissa Budzinski; and his nephews, Brian (Dina), Steve (Kerri), and Michael (Ashley) Shepherd.
Ted’s lively spirit, quick wit, and the joy he brought to everyday life will be deeply missed by all who knew him.
A burial service will be held at a later date.
