hyllis E. Marshall was born Phyllis Ellinwood in Kansas City, MO, the only child of Mildred and Herbert Ellinwood. She received her BA degree from Washington University in St. Louis in 1950 and her MSW degree from that university in 1969. She married John D. Reich of St. Louis in 1949. They were divorced in 1963. She then married C. Randolph Marshall of Indianapolis, IN in St. Louis in 1969 and moved to Georgia. Mrs. Marshall took an agency direct position in Georgia in 1969 and worked in Cobb County and coastal Georgia before becoming Director of Mental Health Services for the State of Georgia and moving to Atlanta. She left that position in 1984 to direct a managed mental health care demonstration project in New York State. In 1992 she moved from Rochester NY to Annapolis, MD and accepted the position of Chief Executive of a Mental Health Institute in Virginia. In 1998 she and husband, Randy moved to Edgewater, MD and she continued her career, managing the development of a National Women's Health Information Center funded by the national Health and Human Services department. She wrote extensively for professional journals and consulted with mental health programs in the USA, and in Canada and Europe and for the World Health Organization, developing an interest in traveling extensively in Europe, the Middle East and Southeast Asia. In Annapolis, Phyllis Marshall was active in the New Annapolitans Organization, serving as president in 2000-2001 and participating in groups and activities such as golfing, and boating. She and her husband, Randy were sailors, purchasing their first sailboat in 1976 and sailed the Gulf of Mexico, the Florida Keys, the Atlantic coast, Lake Ontario, Chesapeake Bay and the Bahamas and Virgin Islands. She had a lifelong interest in the value of volunteer contributions to services and to institutions and was active in volunteering her time and expertise wherever she lived. In Maryland, she was a member of the Anne Arundel County Commission for Women, co-chairing the Commission for a year and was a member of the Board of Directors of the Anne Arundel County CSA, the Mental Health Management Agency for public mental health services for children, adults and for the seriously mentally ill. In addition to her parents, she was preceded in death by her daughter Martha Reich. She is survived by her husband C. Randolph Marshall of Annapolis, two sons, Michael David Reich of Hogansville, GA, and Donald Martin Reich of Montreal, MO, two grandchildren, Joshua Martin Reich and Evan Michael Reich and a great granddaughter, Aydin Ann Reich. Family and friends are invited to celebrate Phyllis’ life on Sunday, November 15, 2020 from 12 pm until 4 pm at the Kalas Funeral Home & Crematory, 2973 Solomons Island Rd., Edgewater, MD 21037.
