illiam Scott Page (formerly Pigg) passed away at his home in Annapolis, MD on Thursday, March 13, 2025. Born September 16, 1943, in Washington, D.C. to the late William and Marguerite Pigg, he moved to Wheaton, MD at a young age, and attended Wheaton Elementary through Wheaton High School. Scott joined the Wheaton Volunteer Rescue Squad, where he was an active member, then an alumni member for more than 30 years, with a short absence to serve in the Army Reserves during the Vietnam War. He married Rosemary DeSarno on May 2, 1964, and they celebrated their 60th anniversary last year. After completing his military obligation, Scott earned a Bachelor of Science degree from the University of Maryland’s College of Business and Public Administration, graduating in June 1968. He then did graduate studies in public administration at George Washington University. Soon after, Scott began a 29-year distinguished career with the U.S. Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA), serving in various positions. In March 1997, Scott retired as Director of the Office of Management and Budget of NOAA’s National Ocean Service. Scott was an avid fisherman and boater, and after retiring, he and Rosemary moved to the Eastern Shore, where they lived for more than 20 years. In addition to his beloved wife, he is survived by his daughters, Christina Page and Elaina (John) O’Toole, and two grandchildren, John and Reagan O’Toole.
